    青島市市長 夏 耕

    各位代表:

      現在,我代表市人民政府向大會作工作報告,請予審議,并請各位政協委員和其他列席的同志提出意見。

      一、2004年工作回顧

      過去的一年,是我市改革開放和現代化建設取得顯著成效的一年。在中共青島市委的正確領導下,我們緊緊依靠全市人民,以鄧小平理論和“三個代表”重要思想為指導,貫徹落實黨的十六大和十六屆三中、四中全會精神,貫徹落實省委、省政府的各項部署,以科學發展觀統領全局,按照市委“五個三”的工作思路,全力推進各方面工作,較好地完成了市十三屆人大二次會議提出的各項任務,“十五”計劃確定的主要目標提前一年基本實現。

      初步核算,全市生產總值完成2163.8億元,增長16.8%;地方財政一般預算收入130.5億元,增長28.5%。全社會固定資產投資1025.4億元,增長38.7%。三次產業的比重為7.5:54.1:38.4。

      (一)認真落實宏觀調控政策,經濟結構調整步伐加快

      宏觀調控取得階段性成效。全面清理整頓各類開發區,規范土地市場秩序,全市累計核減開發區規劃用地面積67.2%,整合挖潛存量土地4.8萬畝,爭取國家確認重點急需建設項目用地2.9萬畝。采取積極措施,克服了煤電油運方面的困難。全年實現規模以上工業增加值增長26.9%。高新技術產業產值增長35%,占規模以上工業總產值比重超過40%。

      加快構建可持續發展的經濟體系,著力培育六大產業集群,大項目和品牌經濟取得新進展。1000萬噸煉油項目獲國家批復即將開工。與中船重工集團簽署全面合作協議。前灣港三期、海西灣造修船基地和青島發電廠二期擴建工程等項目進展順利。麗東化工、LG手機等項目開工建設。高麗鋼線三期、浦項不銹鋼等項目建成投產。我市被確定為首批國家電子信息產業基地。海爾手機項目竣工達產。16個產品獲得“中國名牌產品”稱號。新增“中國馳名商標”4件。

      現代服務業繁榮發展。馬士基中國北方總部、大韓航空中國呼叫中心分別落戶我市。港口吞吐量達到1.6億噸,集裝箱吞吐量突破500萬標箱。航空旅客吞吐量480.8萬人次,航空貨郵吞吐量10.5萬噸。極地海洋世界、現代藝術中心、香格里拉大飯店二期奠基開工。旅游總收入、海外游客、國內游客的人數分別突破200億元、50萬人次和2000萬人次。引進恒豐銀行、大眾保險等5家金融機構,金融業實現地方稅收增長21.4%。商貿業對半島地區輻射能力進一步增強。

      (二)實施城鄉統籌發展,努力增加農民收入

      市本級安排6.84億元用于“三農”,增長28.6%。各區全部免征農業稅,郊區五市降低農業稅稅率3個百分點,減免農業稅及附加2.3億元,向農民發放糧食直補資金4424萬元。全年糧食總產232.3萬噸,增長4.6%。農民人均純收入5080元,增長12.1%,增幅達1998年以來的最高水平。歷年拖欠農民的土地安置補償資金,全部補償到位。農業產業化加快發展,新增國家級龍頭企業3家,累計達到9家。郊區五市全部進入2004年全國100強縣。高致病性禽流感防治工作扎實有效,保證了全市安全無疫情。

      (三)加快推進城市建設,城市環境進一步改善

      城市規劃和重點建設取得新進展。城市總體規劃修編全面展開。編制完成濱海公路沿線城市組團總體規劃、生態市建設規劃、城市綜合交通規劃等專業規劃,7區控規覆蓋率達到100%,5個區的分區規劃開始實施。前灣港區港口總體規劃修編已通過國家主管部門審查。“三點布局、一線展開、組團發展”的城市框架全面展開。濱海公路北段、濱海步行道嶗山區段、石老人海水浴場改造開工建設。膠濟線青島段鐵路電氣化改造加快實施。青銀高速公路二期工程奠基。匯泉廣場改造、流亭機場擴建工程竣工并投入使用。“平改坡”試點工程基本完成。跨海隧道項目完成地質勘探、專家論證和社會公示、聽證,南隧、北橋建設方案進入報批程序。

      《奧運行動規劃》順利實施。奧帆賽場館建設及相關配套工程全面啟動。觀摩了雅典奧運會和國內外大型帆船比賽活動的組織管理工作。在國內外開展了“帆船之都”推介活動。

      生態市建設開始啟動。順利通過國家環保模范城市省級復查。工業廢水排放達標率、煙塵控制區覆蓋率居全國領先水平,城市環境空氣質量優良率達90.7%。前海一線截污工程加快實施。全面開展新一輪城市環境綜合集中整治。完成市內四區12條主要道路綠化和237條道路的路燈安裝工程,新植樹69萬株。建成區綠化覆蓋率38%。全年清除違法建筑114.3萬平方米。實施清潔生產,推廣資源綜合利用,循環經濟發展取得局部成效。

      (四)不斷深化各項改革,對外開放邁出新步伐加快推進各項改革。年內完成了市屬國有和集體中小企業整體出售和股權轉讓55戶。132戶國有中小企業完成改制退出程序,改退率75.5%。搭建國企改革資金平臺,籌集資金14.9億元,安置職工8.1萬人。著手開展國有(集體)資產監管工作,對27戶市直屬企業實施監管。農村信用社改革取得新的進展。市與區市財源建設聯動機制基本建立。積極穩妥操作,保證了出口退稅改革的順利實施。深化政府機構改革,初步理順了行政管理體制。

      民營經濟實力明顯增強。實現增加值、稅收分別增長18%和22%,出口增長93.8%。年銷售收入過1億元、10億元的企業分別達到148戶和13戶。12戶企業進入全省民營100強企業。民營企業上市融資實現新突破,中天國際在香港聯交所掛牌,高校軟控已獲準上市。

      對外開放水平進一步提高。完成外貿進出口總額243.3億美元,其中出口139.1億美元,增長37.3%,實際利用外資38.3億美元,增長33.1%。創新招商方式,重點推進產業集群招商和專業招商。全年引進千萬美元以上大項目212個,世界500強企業新投資項目11個。成功舉辦“韓國周”、“日本周”和“瑞典日”活動。實際利用韓、日投資分別增長46.6%和10.2%。積極轉變外貿增長方式,高新技術產品和機電產品出口分別增長53.6%和50.3%。實現對外經濟合作營業額2.1億美元。“區港聯動”試點獲國務院批準。出口加工區正式運行。外事工作服務國家外交大局,對外務實交往取得新成績,與國外城市的交流與合作進一步擴大。港澳臺僑工作得到加強。成功承辦了亞洲合作對話第三次外長會議、第三屆APEC中小企業技術交流暨展覽會和全國國有企業領導班子思想政治工作建設座談會等一系列重要會議。引進國內投資192.7億元。中船重工、中石化等一批國家重點企業和北京首創、上海申沃、國美、蘇寧等知名企業落戶青島。加強了對省內外對口幫扶地區的支援。

      (五)深入開展城鄉文明建設,社會各項事業協調進步

      創建全國文明城市工作富有成效。廣泛開展“雙學三創”活動。對市群眾藝術館和市圖書館進行了改造,少兒圖書館正式對外開放。我市再次榮獲全國無償獻血先進城市獎。深入開展“雙擁”共建活動,地方政府積極實施擁軍“四項工程”,有力地支持了部隊國防建設。駐軍廣大指戰員全力參與搶險救災、扶貧幫困,協助地方發展公益事業和承辦重大活動,為青島的發展與穩定作出了重要貢獻。國防教育、民兵預備役建設不斷加強,人防工作堅持平戰結合取得新進展。中央、省駐青單位熱情關注和大力支持青島的建設與發展,做了大量積極有效的工作。

      社會事業協調發展。8項成果獲國家級科學技術獎。專利授權量1973件,增長32%。我市被列為全國企業技術創新試點城市。國家深海潛水器基地定點我市。全面實施了義務教育“一費制”,“以縣為主”的農村義務教育管理體制進一步完善。全市初中畢業生升學率達到92%。職業教育繼續得到加強。取消了市內四區外來務工人員子女借讀費。基礎教育新課程改革試點全面啟動。市立醫院東院區主體完工。青島大劇院完成方案設計。市體育館已開工建設。北京電影學院青島教學基地奠基。全市有313項文化創作精品在全國獲獎。實現有線數字電視整體轉換15萬戶。我市運動員在第28屆雅典奧運會和第12屆殘疾人奧運會上取得歷史最好成績。人口低生育水平繼續保持穩定。婦女兒童、老齡工作穩步推進,殘疾人和紅十字會事業健康發展。氣象、地震、民族、宗教、檔案、史志等工作取得新成績。

      (六)著力解決事關群眾切身利益的實際問題,人民生活水平穩步提高

      市政府年初確定重點辦好的17件實事,除香港中路人行過街通道等個別項目調整外,其他都順利完成或達到進度要求。繼續保持就業增速高于失業增速的良好勢頭,全年實現就業14.1萬人,城鎮登記失業率3.1%。城市居民人均可支配收入11089元,增長10.1%。新增農村勞動力轉移就業15.7萬人。拖欠農民工工資問題得到基本解決。降低了國有集體企業養老保險繳費比例,參保繳費職工突破100萬人。農村新型養老保險制度試點進一步擴大。提高了城鄉最低生活保障標準。全面推行新型農村合作醫療制度,農民受益面達到89%。經濟適用房竣工64.8萬平方米。市區新增供熱面積157萬平方米,新增天然氣用戶8.5萬戶。城區北部開工建設了遼陽西路、安順路、李村河等一批道路、河道整治項目。對“市民月”活動中集中提出的縮小南北差距、加強城市管理等10大問題,制定了三年工作計劃,正在逐步推進。加強對糧食、蔬菜等商品價格的監控,增加重要商品儲備,市場物價保持平穩。

      (七)大力推進“平安青島”建設,保持了社會政治穩定

      以創建“平安青島”為目標,堅持打防并舉、預防為主,完善了打、防、控一體的社會治安管理機制。堅持重心下移,抓基層、抓基礎、抓隊伍,健全了基層創建平安工作機制。社會治安綜合治理責任制得到有效落實,進一步強化了維護社會穩定的領導機制和責任體系,創建“平安青島”工作取得階段性成果。刑事案件立案、治安案件受理分別下降5.6%、32.1%。及時偵破了幾起重大刑事案件,全市公眾的治安滿意率進一步提高。

      在全國率先開通了公共信息網絡安全報警處置中心。加強公共安全應急體系建設,建立完善了38個專項應急預案。全市各類安全事故起數、死亡人數分別下降32.5%、21.3%。實施“食品藥品放心工程”,全市食品藥品安全形勢明顯好轉。重視群眾來信來訪和矛盾糾紛排查調處工作,及時化解不安定因素,促進了社會的和諧穩定。

      (八)全面推進依法行政,政府自身建設得到加強

      廣泛開展《憲法》、《行政許可法》和《全面推進依法行政實施綱要》的學習、宣傳、貫徹活動。對地方性法規和政府規章進行全面清理,報請市人大常委會廢止8件、修改19件地方性法規,廢止114件、修改37件政府規章。完成了行政許可事項和實施主體的清理工作。在城市管理中全面推行了相對集中行政處罰權。深入開展“三快一提高”和“三訪談”活動,嚴肅查處公務員不作為、亂作為的行為,促進了政府工作作風的轉變。自覺接受市人大、政協和人民群眾的監督,人大代表建議和政協委員提案全部辦理完畢,第6號、第10號議案完成階段性落實工作。

      各位代表!過去一年的成績來之不易。這是認真貫徹落實中央和省委、省政府各項工作部署的結果,是市委正確領導、市人大和市政協支持監督的結果,是全市人民團結奮斗、共同努力的結果。在此,我代表市人民政府,向全市廣大干部群眾,向各民主黨派、工商聯、人民團體和社會各界人士,向中央、省駐青單位,向人民解放軍和武警駐青部隊,向所有關心、支持青島建設和發展的海內外朋友們,表示衷心的感謝和崇高的敬意!

      各位代表!我們也清醒地看到,當前我市經濟社會發展中還存在許多矛盾和問題,經濟結構調整和產業升級任務依然艱巨,服務業發展相對滯后,民營經濟比重偏低;某些方面的體制、機制性障礙還很突出,經濟增長方式比較粗放,生態環境壓力較大;城市建設和管理體制機制需要理順,城鄉差距和南北差距依然較大;優質教育和衛生資源供求矛盾突出,文化體育設施薄弱;城鄉居民整體收入水平不高,農民增收的長效機制尚未建立,就業和社會保障面臨較大壓力;政府作風建設還存在薄弱環節,依法行政意識需要增強,執行能力和行政效能有待提高,不正之風和腐敗現象仍有發生。對于上述問題,我們將高度重視,通過發展和改革逐步加以解決。真誠希望各位代表、政協委員和社會各界、廣大人民群眾給予監督,幫助我們把政府工作做得更好。

      二、2005年工作的主要任務

      2005年是貫徹落實科學發展觀,鞏固宏觀調控成果,全面完成“十五”計劃目標的重要一年。今年政府工作的總體要求是:以鄧小平理論和“三個代表”重要思想為指導,認真貫徹黨的十六大和十六屆三中、四中全會精神,全面落實科學發展觀,堅持發展這個第一要務,圍繞建設全國重點中心城市和世界知名特色城市的目標,著力推進改革開放,加快調整經濟結構,轉變經濟增長方式,突出抓好“三件大事”,大力推進“繁榮青島、平安青島、文明青島”建設,努力構建社會主義和諧社會,實現經濟社會全面協調可持續發展。

      經濟和社會發展的主要預期指標是:全市生產總值增長14%,地方財政一般預算收入增長14%;城市居民人均可支配收入、農民人均純收入分別增長10%和7%;城鎮登記失業率控制在4.2%以內,居民消費價格總指數調控在104以內。

      各位代表!做好今年的各項工作,我們既面臨著多方面的挑戰,也面臨著難得的發展機遇。國家將繼續實行宏觀調控政策,實施穩健的財政和貨幣政策;省委、省政府突出青島龍頭帶動作用,膠東半島制造業基地和山東半島城市群建設步伐進一步加快;市委“五個三”的工作思路全面展開,科學發展、快速發展、和諧發展的態勢已經形成。只要我們切實增強機遇意識、危機意識、創新意識,緊緊依靠全市人民,萬眾一心,努力拼搏,就一定能夠完成各項目標任務。

      (一)繼續推進經濟結構調整,堅持走新型工業化道路

      加快先進制造業基地建設。圍繞構建可持續發展的經濟體系,著力培育六大產業集群,推進煉油、造船、汽車等20個投資10億元以上大項目、100個投資過億元的重點項目。電子和家電產業,要加快國家電子信息產業基地和園區建設;石化產業,要加快1000萬噸煉油、麗東化工等主體項目建設;造船產業,要加快海西灣造修船基地建設進度,做好船舶研發、裝備設計與制造等項目引進;汽車產業,要抓好貨車、乘用車、特種車的生產,加快重要零部件和研發中心的建設;全面整合港口資源,加快前灣港區的建設,規劃新建鰲山港。

      加強大企業和品牌梯隊建設。制定扶持大企業本地發展政策,完善直通車服務。積極扶持有條件的大企業向世界500強邁進,推動一批重點企業進入國內同行業前列,培植一批民營企業成為全國民企百強。引導中小企業圍繞產業集群建設,形成配套加工體系。大力發展品牌經濟,支持一批銷售收入過10億元的企業實施品牌培育。加強工業經濟運行的監控和指導,協調好煤電油運等生產要素供應。

      積極推進現代服務業發展。壯大港口經濟,推進“區港聯動”,提高口岸服務水平,提升國際貨物中轉和分撥功能,促進港航產業與物流業互動發展。以建設國際海濱度假城市為目標,全面推進旅游業向度假型、質量型和國際標準的轉變。開發整合旅游資源,培育和完善度假旅游、節會旅游、生態旅游等系列旅游產品,加強極地海洋世界等重點旅游項目建設,進一步加大國內外促銷力度。加快會展中心二期工程建設,高質量辦好青島國際啤酒節、青島海洋節、中國國際消費電子博覽會等重要節會。爭取有兩家國內外金融機構落戶。大力發展總部經濟,吸引更多的大公司地區總部進駐我市。完善市、區(市)兩級商業網點規劃管理體系,加快培育社區商業中心和區域性商貿中心。

      (二)保持農業和農村發展的良好勢頭,繼續增加農民收入

      推進城鄉統籌發展,圍繞發展郊區特色經濟,切實加強農業綜合生產能力建設,全面深化農村改革,進一步促進糧食穩產、農民增收、農村經濟社會協調發展。

      加快農業結構調整。抓好100萬畝高產優質糧食示范區建設。大力發展畜牧、水產、蔬菜、果品、花卉等優勢產業。實施農業科技創新,提高農業科技含量。抓好高效農業園區、農產品出口基地和無公害農產品生產基地建設。全市糧食總產230萬噸以上。推進十大農業園區和十大農產品專業批發市場建設,重點扶持9戶國家級農產品龍頭企業。大力推廣“九聯模式”。支持發展各類農民專業合作經濟組織,提高產業化經營水平和農民組織化程度。建成青島國際農產品展示交易中心。實施“綠卡行動計劃”,加強質量檢測防疫體系建設和優質無公害農產品認證管理。做好重大動植物疫病的防控工作。

      進一步加強農村基礎設施建設,提高農村城市化水平。增加對大沽河治理、節水示范、灌區配套等項目的資金支持。實施墨水河綜合治理一期工程。拓展農業項目投融資渠道。認真做好全國重點鎮、衛星鎮、小康村的示范工作,組織好國家級小城鎮發展改革試點和小城鎮經濟綜合開發工作。

      認真落實黨的農村基本政策。進一步減輕農民負擔,努力增加農民收入。取消農業稅征收和農村“兩工”。繼續實行對種糧農民的直接補貼和農機具購置補貼。全年市本級財政用于“三農”的支出9.5億元。深入貫徹《農村土地承包法》,穩定和完善土地承包關系。完善征地補償辦法,落實補償監管機制,妥善安置被征地農民。落實涉農價格和收費公示制度,切實保障和維護農民的合法權益。繼續加大對經濟困難鎮村的財政轉移支付力度,專款專用,確保工資發放和農村基層組織正常運轉。

      (三)加快改革開放步伐,增強經濟發展的活力和動力

      深化國有企業和國有資產管理體制改革。重點推進國有大企業股份制改革,基本完成國有資本從中小企業改制退出和困難企業退出市場。資產經營公司基本完成過渡性體制改造。完善對大企業的監管工作,逐步將市政、公用、交通等行業符合條件的國有資產納入監管范圍。探討建立國有資產經營預算制度,規范企業審計評估和產權交易,完善企業經營者業績考核和激勵機制,依法履行出資人職責,促進國有資產保值增值。

      深化財稅和投資體制改革。完善公共財政體制,支持農村稅費改革等工作。進一步拓展財源建設途徑,建立財政收入持續快速增長機制,提高財政收入占全市生產總值、稅收占財政收入的比重。加大財政對“三農”工作和社會保障的支持力度。改革企業投資項目審批辦法,規范政府投資行為,切實加強財政專項資金使用管理,加強投資項目的審計監督。繼續做好企業上市工作。

      大力發展民營經濟。出臺促進民營經濟發展的政策措施,扶持一批民營科技型、外向型、現代服務業和農產品加工型企業做強做大。支持民營中小企業做專做精,為產業集群發展協作配套。加快民營企業爭創品牌步伐。鼓勵民營企業參與國有企業重組改造和上市融資,參與基礎設施和公用事業建設。建立完善融資擔保體系、服務體系,創新適應民營企業特點的金融產品和服務方式。建立促進民營經濟發展協調機制,解決民營企業發展中遇到的困難和問題。全年實現民營經濟增加值和稅收分別增長18%、16%以上。

      轉變對外貿易增長方式。提高電子信息產品和軟件等高附加值產品出口比重,引導出口產品由數量型向質量型、環保型轉變,推動加工貿易轉型升級。加快出口加工區發展。做好出口退稅改革的相關工作,完善扶持出口的政策措施和協作機制。推進外貿企業收購制向代理制改革。組織好急需或短缺的能源、原材料、先進技術和關鍵設備進口。做好紡織品出口配額取消后的應對工作,提高貿易風險防范能力和貿易摩擦處理能力。引導企業加強職業安全衛生管理體系(ISO18000)認證工作。

      進一步提高利用外資質量。強化大企業、產業集群和產業鏈配套項目招商,整合招商隊伍,推進專業招商,做好委托招商。緊緊圍繞我市產業發展方向,加強對韓國、日本、歐美等國家和港臺地區引資工作。辦好各項對外招商和經貿交流活動。推進服務業和市政公用設施領域的對外開放。積極開拓拉美市場,爭取有所突破。進一步提高開發區發展水平,加快發展現代制造業,逐步向多功能綜合型產業區轉變。落實好賦予開發區的各項權限。加大國內招商力度,吸引國家重點企業和國內500強企業在青投資、設立研發基地、地區總部和銷售中心。進一步實施“走出去”戰略。加強政策和市場研究,優化商務環境,推廣“綠色通道”等特色服務。改善外來投資創業人員的工作和生活條件。加強與國外友好城市和機構的交流與合作。做好結對幫扶曹縣和支援貧困地區工作。

      (四)加快城市建設和奧帆賽籌備,提高城市現代化水平

      高標準做好城市規劃工作。圍繞加快推進現代化國際大城市框架和可持續發展的經濟體系建設,搞好濱海公路暢通和兩側延伸道路規劃,完成五個組團范圍內的控規及《生態間隔區詳細規劃》,加快市中心區整治與完善規劃、港口總體規劃、“帆船之都”發展概念規劃的編制工作。在加快城市西部發展的同時,積極開展對東部和北部地區的規劃研究。

      加強基礎設施建設。通過規劃指導、政策扶持,推進市區北部基礎設施建設,改善生活環境,逐步縮小南北差距。實施杭州路、大沙路、開封路、四流北路、四流中路等超期服役道路的綜合整治。做好鞍山路高架等海底隧道市區接線項目的前期工作。全線改造山東路,完成遼陽路綜合整治工程。加快濱海公路、青銀高速公路二期、濟青高速南線、流亭機場二期擴建、青島電廠擴建、仙家寨水廠老廠改造和麥島污水處理廠擴建等重點項目建設。完成膠濟線青島段鐵路電氣化改造。完成本地網電話號碼升8位工程。

      理順城市管理體制。將市政道路、園林綠化、環境衛生、房產管理等方面的主要管理權限下放到區,實行屬地化管理。強化城市管理綜合行政執法,建立城管執法公安保障機制。完善以市場為基礎的公用事業價格形成機制和調節機制。按規定程序做好《青島市城市房屋拆遷管理條例》的修訂工作。繼續清除違法建筑,建立防治違法建筑行為的長效機制。集中整頓戶外廣告設施、各類亭體和占路經營,深入開展創建城管示范達標路活動。

      全面做好奧帆賽籌備工作。堅持節儉辦奧運原則,完成奧帆賽必備項目主體工程,加快相關市政管線敷設和配套設施建設。實施科技奧運工程,開展科技奧運研究項目。實施“數字奧運”行動計劃,奧運海底光纜項目竣工。完成赤潮防治和水文、氣象監測以及國家級監測的階段性目標。全面普及奧運及帆船運動知識,加強奧運城市宣傳推介,全力打造“帆船之都”城市品牌。

      (五)做好創建全國文明城市工作,促進社會全面進步

      爭創首批全國文明城市。對照《全國文明城市測評體系》,全面排查、整治薄弱環節。大力宣傳《公民道德建設實施綱要》和“八不”行為規范,加強未成年人保護工作和思想道德教育。深化文明社區、文明行業、文明村鎮等群眾性精神文明創建活動。在全市服務行業廣泛開展“創服務名牌,樹青島形象”活動。深入開展城市文明交通“三讓”活動,樹立一批示范街道、示范社區。繼續推進學習型城市建設,形成廣覆蓋、開放式、多渠道終身教育體系。加強各級社區教育陣地建設,開展好各種形式的社區讀書活動。

      全面推進社會事業發展。啟動“文化建設年”活動,實施“文化家園”工程,加快青島大劇院、現代藝術中心等文化設施建設,抓好社區、村鎮文化中心和文化大院建設,豐富群眾文化生活。加強對歷史文化名城和民族民間文化的保護。辦好中國國際小提琴比賽和奧林匹克文化節。推進文化體制改革,加強文化市場管理,大力發展文化產業。廣泛開展全民健身活動,增強競技體育實力,高水平辦好青島市第一屆運動會、中日韓國際馬拉松賽等體育賽事。加快市體育館、市體校的建設。積極推進公共衛生長效機制建設,健全和完善疾病控制、衛生監督、醫療救治三級網絡體系。深入扎實開展傳染病防治工作。市立醫院東院區竣工交付使用。重視和支持紅十字會工作。加快縣級衛生城市建設步伐,調整優化市屬醫療機構資源。進一步繁榮發展哲學社會科學事業,普及科學知識,倡導文明健康的生活方式。深入開展雙擁共建活動,加強人防、民兵預備役工作,鞏固軍政軍民團結。積極支持部隊國防建設,解決好駐軍工作生活等問題。認真實施婦女兒童發展綱要,推動婦女兒童事業不斷發展。進一步做好民族、宗教、僑務、對臺、老齡、檔案、史志、殘疾人事業等工作。

      (六)堅持科教興市和人才強市戰略,實現可持續發展

      提高科技自主創新能力,完善城市創新體系。加快共建國家重點實驗室培育基地,開工建設國家深海潛水器基地,促進國家海洋科學技術研究中心建設。抓好國家企業技術創新試點,支持海爾、海信等企業建設國際一流的科研中心,深化制造業信息化示范工程。搞好市南、高新區、海爾、海信軟件基地建設;推進新材料、新興海洋科技產業和生物工程產業快速發展。高新技術產業產值增長20%以上。加快創新性科研成果向產業化轉化,扶持和促進中小型企業開展技術創新。

      推動城鄉教育協調發展。落實農村“以縣為主”的義務教育管理體制,完成農村中小學標準化建設任務。逐步將五市三區義務教育階段教師工資、公用經費、校舍危房改造納入區市財政預算。設立農村困難家庭高中生救助資金,完善救助制度。加強教師隊伍建設,全面推進素質教育。擴大優質高中資源,大力發展各類職業教育,優化職業教育資源配置。實施農村中小學現代遠程教育工程。支持青島高校發展,加大重點高校引進力度。深入實施人才強市戰略,加強高層次人才隊伍建設,實施科技將才建設工程,健全高技能人才培養機制。完善人才落戶政策。

      切實做好人口、資源和環境工作。深化人口與計劃生育綜合改革,提高出生人口素質,人口出生率控制在11.6‰以內。全面推行農村部分計劃生育家庭獎勵扶助制度。認真落實國務院《關于深化改革嚴格土地管理的決定》,做好土地管理體制改革和土地利用總體規劃修編工作。加強對耕地特別是基本農田的保護,做好建設用地的節約挖潛,制定土地集約利用考核指標體系。全面推進生態市建設。大力發展循環經濟,做好省級以上工業園區循環經濟發展規劃編制工作;加強資源綜合利用,提高清潔、可再生能源使用率,建設資源節約型社會。逐步實施現有建筑的節能改造。對青銀高速、海爾路、香港路等重點道路沿線山體進行恢復和保護。抓好海洋環境保護、膠州灣濕地保護、前海重點水域、重點流域和區域污染防治。完成官路水庫、沐官島水庫前期工作,加強飲用水源地保護,推進中水綜合利用和海水淡化工程。重視治理空氣污染,加大燃煤和機動車污染控制力度,機動車尾氣排放達標率90%以上。

      (七)堅持以人為本,做好關系人民群眾利益的各項工作

      努力擴大就業規模。全面落實促進就業各項政策,逐步建立城鄉統籌就業良性互動機制。建立公益性崗位儲備制度,公益性崗位總量達到1.2萬個,安置就業困難人員保持在1萬人。推進實施創業工程,扶持自謀職業和自主創業1萬人。加強職業技能培訓工作,全年培訓失業人員3萬人,組織農村富余勞動力轉移培訓3萬人,培訓企業技術工人3萬人。從今年起,建立機電、焊接、化工環保等6個公共實訓基地。提高最低工資標準,努力建立與經濟增長相適應的合理增資機制。強化工資指導線作用,督促企業按時足額發放職工工資。加強勞動執法監察,維護勞動者合法權益。落實庫區移民扶助政策。

      健全社會保障體系。將國有、集體企業養老保險繳費比例降至21%。增加企業養老保險參保人數7萬人以上。確保企業離退休人員養老金按時足額發放。擴大城鎮職工基本醫療保險市級統籌范圍,提高基本醫療保障水平,降低個人負擔。全面推行農村社會養老保險制度,著力解決好失地農民的社會保障問題。建立健全城鄉社會救助體系,鞏固和完善新型農村合作醫療和醫療救助制度。實施農村低保“陽光救助工程”。建立城鄉自然災害援助制度。改革現行五保供養體制,加快農村中心敬老院、老年福利中心等設施建設。

      改善城鄉居民生活條件和環境。全面落實《城鎮最低收入家庭廉租住房管理辦法》,努力增加廉租住房供給量。加快經濟適用房建設,規范銷售行為,嚴格執行購買經濟適用房的申請、審批和公示制度。實施農村貧困殘疾人安居工程,年內改造1000戶低保殘疾人住房。完成6萬戶居民自來水一戶一表改造。新增供熱面積160萬平方米,其中老城區50萬平方米。完成“平改坡”一期工程。實施海岸路河、鄭州路河、大村河等河流的重點治理,對“小街小巷”逐步實施道路硬化、路燈安裝、雨污管道敷設。進一步做好中山路、火車站周邊等地區的保護與改造。在市區主要干道兩側和山頭、公園廣種喬木和彩葉樹種,新建城市公共綠地95萬平方米,市郊完成新造林19.4萬畝。基本完成市區有線數字電視整體轉換。完成1000個村莊通自來水工程。加強市場物價監管,把握好公共服務產品價格調整的時機和力度,加強國計民生重要物品儲備,保持市場物價的基本穩定。

      (八)深入推進“平安青島”建設,切實維護社會穩定

      全力打造“平安青島”,爭取進入全國綜合治理先進城市行列,努力使青島成為全國最安全、最穩定、最和諧的城市之一。完善經常性的嚴打整治機制,保持對違法犯罪分子的高壓態勢。加強社會穩定預警以及矛盾糾紛的排查調處、應急處置、責任追究等機制建設。堅持信訪聯席工作會議制度,預防和妥善處置各類群體性突發事件,完善化解人民內部矛盾的工作機制。加強基層綜合治理組織建設,確保各項工作措施有效落實。加快建設公共安全應急體系,完善自然災害、事故災難、公共衛生、社會安全等專項應急預案,提高保障公共安全和處置突發事件的能力。強化交通、消防和安全生產管理工作,堅決遏制重特大事故的發生。開展共鑄誠信活動,建立健全社會信用體系。大力整頓和規范市場經濟秩序,嚴厲打擊假冒偽劣、走私販私、偷逃騙稅、侵犯知識產權以及傳銷等行為。嚴格食品和藥品安全管理,繼續加大對食品藥品市場的規范整頓力度,確保人民群眾飲食用藥安全。

      (九)加強政府自身建設,不斷提高行政能力

      堅持科學、民主、依法決策。完善公眾參與、專家論證和政府決策相結合的科學民主決策體制。建立與專家咨詢委員會定期溝通制度,對涉及經濟社會發展的重大問題,事先組織專家論證。繼續開展“三訪談”、“市民月”活動,充分利用市民議事廳、聽證會等形式,拓寬社情民意的反映渠道。對于關系人民群眾切身利益的決策事項,通過向社會公布或者舉行聽證會等形式廣泛聽取意見。建立健全決策跟蹤反饋制度和決策責任追究制度,實現決策權和決策責任相統一。

      加強民主與法制建設。自覺接受人大及其常委會的監督,認真落實各項決議、決定,及時報告工作,接受質詢。充分尊重和支持人民政協、各民主黨派、工商聯、人民團體在政治協商、民主監督和參政議政中的作用。進一步加強人大代表和政協委員提出的各項議案、建議、提案的督辦落實工作,完善辦理機制,提高辦理質量和時效。自覺接受人民群眾與新聞輿論的監督。深入開展法制教育,推進依法治市,重視司法行政建設,積極營造全社會遵法守法、依法維權的良好環境。

      全面推進依法行政。認真貫徹落實國務院《全面推進依法行政實施綱要》,制訂全面推行依法行政五年規劃和年度安排,明確建設法治政府的目標和措施。進一步貫徹《行政許可法》,規范行政許可行為,加大對行政不作為、亂作為的監督力度。推行行政執法責任制,按照行政處罰與經濟利益脫鉤、與責任掛鉤的原則,建立公開、公平、公正的評議考核制和錯案責任追究制。做好第一次經濟普查工作。

      切實提高政府執行能力。大力弘揚求真務實精神,繼續推進“五項工程”和“四型機關”建設,深入開展“雙學三創”和“三快一提高”活動。加強各級政府領導班子建設、機關處室建設和基層建設,提高政府執行能力,提高機關處室和基層的創造力、凝聚力和戰斗力,提高各級公務員為人民服務的能力。進一步優化政府工作流程,簡化辦事程序。抓緊建設網上審批平臺,提高電子政務公共服務水平。加大效能監督力度,狠抓各項工作落實。

      大力加強政風建設。在政府機關深入開展保持共產黨員先進性教育活動,教育引導各級公務員樹立正確的理想信念和高尚的道德情操,增強為民服務的意識,提高拒腐防變的能力。牢固樹立以人為本、執政為民的理念,始終保持同人民群眾的血肉聯系。深入基層加強調查研究,體察民情,了解民意,解決實際問題。健全決策目標、執行責任、考核監督“三個體系”。進一步落實“一崗雙責”責任制,嚴肅查處各類腐敗案件,堅決糾正部門和行業不正之風。健全工程建設項目招投標、國有土地出讓、產權交易、政府采購等方面的監督制度,努力從源頭上預防和治理腐敗。

      各位代表!編制國民經濟和社會發展第十一個五年規劃,是今年的一項重要工作。我們將堅持科學化、民主化、法制化的原則,廣泛征求社會各界意見建議,充分集中民智、體現民意,力求編制出一個具有高度科學性、實踐性和導向性的好規劃。

      各位代表!我市經濟社會發展正處在關鍵時期。讓我們更加緊密地團結在以胡錦濤同志為總書記的黨中央周圍,在中共青島市委的堅強領導下,凝聚全市人民的智慧和力量,解放思想,開拓創新,扎實苦干,為加快全市經濟社會發展,完成今年各項目標任務,為提前實現全面建設小康社會的宏偉目標而努力奮斗!

     

    Government Work Report

    Delivered at the Third Session of the Thirteenth Qingdao People’s Congress on January 17, 2005

    Fellow deputies:

    On behalf of the Qingdao Municipal People's Government, I now present a report on government work to the congress for its review and for comments by the members of the Qingdao Municipal Committee of the Chinese People's Political Consultative Conference and nonvoting delegates.

    I. Review of the Government’s Work in 2004
      Last year was a year when remarkable achievements were made in the reform and opening up and the modernization drive in Qingdao. Under the correct leadership of the CPC Qingdao Committee, and of the guidance of Deng Xiaoping Theory and the important thought of “Three Represents”, by firmly relying on all the people of Qingdao, putting into practice the spirit of the 16th CPC National Congress, the 3rd and 4th Plenary Sessions of the Central Committee as well as all the arrangements made by the CPC Shandong Committee and the government, commanding the overall situation with a scientific viewpoint of development in accordance with the CPC Qingdao Committee’s ideas of “Five threes”, we spared no efforts in pushing forward the work in every respect and well fulfilled all the tasks set by the 2nd Session of the 13th Qingdao People’s Congress and achieved one year ahead of time the chief goals set by the Tenth Five-year Plan for the national economic and social development.
      Preliminary statistics indicates that Qingdao’s GDP in 2004 reached 216.38 billion yuan, representing an 16.8 percent increase over the previous year; the local fiscal revenue totaled 13.05 billion yuan, 28.5 percent more than the previous year. The social investment in fixed assets reached 102.54 billion yuan, an increase of 38.7 percent. The ratio of the industrial structure was 7.5 : 54.1 : 38.4. 
    1. Conscientiously implementing the macro regulatory policy to accelerate the pace of the economic restructure.
      Phased achievements have been made in macro regulation. Various types of development zones were rectified and put in order. The order of the land market was standardized. 67.2 percent of the area covered by the development plans was reduced after examination and rectification. A stock of 48,000mu (about 3,200 hectares) of land was tapped and integrated. 29,000mu (about 1,933 hectares) was approved by the State for the key urgent construction projects. Proactive measures were taken to overcome the difficulties in coal, electricity, oil supply and that in transportation. We have achieved 26.9 percent increase in added value of large industrial enterprises. A 35 percent increase of production value in high and new tech industry accounted for more than 40 percent industrial output of all large industrial enterprises.
      The construction of an economic system based on sustainable development was accelerated. Great effort was made to develop six industrial clusters. New progress was made in major projects and brand-based economy. The 10 million tons oil refinery project has been ratified by the State and the construction work will soon be started. An all-round cooperation agreement was signed with China Shipbuilding Industry Corporation. Projects such as the third phase of Qianwan Harbor, Haixiwan Shipbuilding and Ship Repairing Base and the second phase of Qingdao Power Plant Extension were in smooth progress. The construction of Lidong Chemical and Qingdao LG Langchao Digital Communication were well under way. The third phase of Qingdao TAK Ltd. and Qingdao Pohang Stainless Steel have already been put into production. Qingdao was listed among the first national electronic information industrial bases. The project of Haier mobile phone has been completed and put into production. As many as 16 local products won the title of “China’s Top Brand Products ” and four local trademarks were newly honored “China’s Well-known Trademarks”.
      Modern service industries were well developed. The North China headquarters of Maersk (China) and the China Korean Air Call Center were established in Qingdao. The throughput of Qingdao Harbor reached 160 million tons while the container throughput 5 million TEUs. The throughput of air passengers was 4.808 million person-times and air cargo 105 thousand tons. The foundation stones have been laid for the construction of the Polar Ocean World, Modern Art Center and the second phase of Shangrila Hotel. The gross income of tourism topped 20 billion yuan with the number of overseas and domestic tourists amounting to 500,000 and 20 million person-times respectively. Five financial institutions including Evergrowing Bank, Dazhong Insurance were introduced to set up their business operations in Qingdao. The local tax revenue in financial sector increased by 21.4 percent. The radiation capacity of the business and trade sectors in the Shandong Peninsula is further strengthened.
    2. Planning the urban and rural development as a whole to increase farmers’ income.
      We earmarked 684 million yuan for “agriculture, rural areas and farmers”, 28.6 percent more than the previous year. All the districts were exempted from the agricultural tax which was reduced by 3 percentage points in the five surrounding satellite cities. 230 million yuan in agricultural tax and additional tax was reduced or exempted. We granted 44.24 million yuan as direct grain subsidy to the farmers. The annual gross grain output reached 2.323 million tons, an increase of 4.6 percent. The annual per capita income of the farmers was 5,080 yuan, an increase of 12.1 percent, which was the highest increase since 1998. The back payment of compensation subsidies to the farmers for land acquisition and resettlement has been cleared up. The industrialization of agriculture was sped up. With another three state-level leading enterprises emerging, there are all together nine national-level major enterprises located here in Qingdao. All the five suburban satellite cities have been listed among the national top 100 counties. The prevention and treatment of the highly epidemic bird flu was effectively implemented to secure a pandemic-free Qingdao.
    3. Speeding up the urban construction to further improve the urban environment
      New headway was made in the urban planning and key project construction. An all-round editing and revision of the overall urban planning has been fully underway and some specially designed planning work has been completed, including the General Planning of the City Groups along the Coastal Highway, the construction and planning of the ecological city and the comprehensive planning of the urban traffic routes. 100 percent of the areas in all the seven districts are under the controlled planning, and five of them have started their own planning. The revised general planning of Qianwan Harbor has been examined and approved by the relevant state authorities. The urban framework of “Three-point layout, one-line extension and group development” has been in full swing. The projects that were already under construction include the northern section of the Coastal Highway, the coastal promenade at Laoshan District section and the renovation of the Shilaoren Bathing Beach. The electrification of the Qingdao section of Qingdao-Jinan Railway was sped up. The corner stone was laid for the second phase construction of Qingdao-Yinchuan Highway. The renovation of Huiquan Square and the expansion of Liuting International Airport were completed and put to use. The pilot project of “Turning the flat roofs into the pitched ones” has been accomplished. The geological exploration, the experts’ feasibility study, public release and hearing for the trans-oceanic tunnel project were all fulfilled. The plan of building a tunnel in the south and a bridge in the north has been submitted for approval.
      The Action Plan for The Olympic Games was smoothly implemented. The construction for the sailing marina and the relevant facilities was well on its way in an all-round way. We studied and emulated the organizational and administrative work of the large-scale sailing events in the Athens Olympiad and many other sailing competitions at home and abroad. The promotion of the “Sailing City” was also launched in and outside China.
      The construction of the Ecological City was started, and we have passed the provincial re-examination for the Model Cities of National Environmental Protection. Qingdao takes the lead nationwide in reaching the standards for the industrial wastewater discharge and the coverage of smoke-controlled area. The days when air quality was excellent or fairly good in urban environment reached 90.7 percent. The sewage interception project along the southern coast was accelerated. A new round of the comprehensive improvement program of the city’s environment was under way in all its bearings. Tree planting of 12 major streets in the four districts of the city and the installation of the street lamps along 237 streets were completed. 690,000 trees were newly planted. The green coverage in the newly developed area reached 38 percent. We demolished 1.143 million square meters of unauthorized buildings in the past year. By practicing clean production and promoting the comprehensive use of resources, we have made achievements in circular economy to some extent.
    4. Constantly deepening reform every aspect and making significant progress in opening up to the outside world
      Reform in all sectors was pushed forward. The sales of the entire entity and the transfer of the stock ownership were completed in the past year in the state-owned and collectively run enterprises that are under the direct administration of the municipal government. Restructuring and withdrawing from the state ownership have been fulfilled in 132 state-owned medium and small enterprises, accounting for 75.5 percent of the total. Through a platform of capital established for the reform in the state-owned enterprises, we raised 1.49 billion yuan and reemployed 81,000 workers. The supervision and management over the state-owned (and collective) assets was started and 27 enterprises under the administration of Qingdao municipal government were supervised. New progress was made in the reform of the rural credit cooperatives. The linking mechanism of financial sources was set up between the municipality and the surrounding satellite cities. The proactive and stable operation ensured the smooth implementation of the reform in export tax rebate. By deepening the reform in the governmental organizations, we have basically rationalized the administrative system.
      The economic strength of the private business increased substantially. The added value and tax revenue increased by 18 percent and 22 percent respectively and export increased by 93.8 percent. 148 enterprises obtained more than 100 million yuan in annual sales income and 13 businesses made one billion. 12 enterprises entered into the top 100 private businesses in Shandong Province. A new breakthrough has been made in the private sectors in listing and financing, and Zhongtian International Limited has been listed in Hong Kong Exchanges and Clearing Limited and the application by Qingdao MESNAC Co., Ltd. for being listed in the stock market has been approved.
      Great progress was made in the opening up to the outside world. Import and export in the past year reached US$ 24.33 billion in which US$ 13.91 billion was made from export, 37.3 percent more than the previous year. A total foreign investment of US$ 3.83 billion was utilized, an increase of 33.1 percent. Innovation was made to improve means of attracting outside businesses and we focused on the investment from the industry clusters. 212 projects with a total investment of more than US$ 10 million were brought in and 11 new investment projects from the Fortune 500 companies were established in the past year. We successfully organized international events such as Korean Week, Japanese Week and Swedish Day. The paid-in investment from ROK and Japan increased by 46.6 percent and 10.2 percent respectively. Proactive measures were taken to transform the means of foreign trade growth, with 53.6 percent and 50.3 percent increase achieved in export of new and high technology-oriented products and electro-mechanical products. The sales turnover of US$ 210 million was materialized in foreign economic cooperation. The State Council has approved our pilot project of Interactive Link between the Development Zones and the Harbor. The Export Processing Zone was formally in operation. The foreign affairs service sector followed the national foreign policies and made fresh progress in foreign exchange and cooperation in a substantial way. Our exchanges with overseas cities have been further expanded. The work concerning compatriots from Hong Kong, Macao and Taiwan as well as overseas Chinese was enhanced. We successfully undertook a series of important conferences including the Third Foreign Ministerial Meeting of Asian Cooperation Dialogue, the Technology Exchange and Exhibition of the Third APEC Medium and small Enterprises and the National Seminar on the Construction of Ideology and Political Work for the Management of State-owned Enterprises. We brought in a domestic investment of 19.27 billion yuan. A number of national key enterprises including China Shipbuilding Industry Cooperation, Sinopec Corp. and renowned enterprises such as Beijing Capital Group, Shanghai Sunwin Bus Corporation, Gome, Suning Appliance Chains set up their branches in Qingdao. We provided further support to the underdeveloped areas in and outside the province to which we have made our commitment to render assistance.
    5. Promoting the construction of urban and rural spiritual civilization to make coordinative progress in all of social undertakings.
      We made positive results in turning Qingdao into a National City of Civilization. The Campaign of “Two Learning’s and Three Establishment’s” was launched. Renovation was done in the City Art Palace and the City Library. The Children’s Library was formally open to the public. Qingdao won the honor of “Exemplary City of Free Blood Donation”. To enhance the relationship between the military and the civilians, we offered substantial help to the military defense construction by carrying out the “Four Projects”. The PLA servicemen in Qingdao spared no effort in disaster rescue and relief and poverty alleviation. They helped develop the local welfare undertakings and sponsored some important events and made important contributions to the economic development and social stability of Qingdao. Education on national defense and construction of militia reserves were constantly strengthened. The practice of combining peaceful and warring times in the people’s air defense work brought about new progress. The institutions under the direct administration of the Central Government and the Provincial Government situated here in Qingdao showed great care for and concern about the construction and development of Qingdao and extended their great support to the city by doing a great deal of positive and effective work.
      Social undertakings were developed in a coordinative way. Eight technological inventions won the national awards in science and technology. 1973 items were patented, an increase of 32 percent. Qingdao was designated a pilot city of the National Enterprise Technological Innovation. The national base for deep-sea submersible was set up in Qingdao. “Charge-fees-only-once system”, which means students should pay all their schooling tuitions and fees for only once, was enforced in the compulsory education and a county-level- centered rural compulsory education mechanism was further improved. The proportion of junior high students entering senior high schools reached up to 92 percent. The extra fee charged on the migrant rural workers whose children attend public schools in Qingdao was rescinded. The pilot project of reform on the new courses in the elementary education was launched. The construction of the Eastern Branch of the Municipal Hospital was completed and so was the planning of Qingdao Grand Theater. Qingdao Stadium was under construction. The corner stone was laid for the Qingdao Teaching Base of Beijing Film Academy. 313 items of elaborate work of culture won national awards. 150,000 households had access to the cable digital TV system.
      Last year saw the best performance of Qingdao athletes in the local historical record in the 28th Athens Olympic Games and the 12th Games for the Disabled. The low birth rate remained stable. The civil administration and assistance of women, children and the aged was developed steadfastly and so were undertakings for the disabled and the Red Cross affairs. Fresh progress was also scored in the work of meteorological forecasting, earthquake warning, ethnic groups, religious affairs, archives and compilation of local historical record.
    6. Painstaking effort was made to resolve the practical problems vital to people’s immediate interests to gradually improve people’s well-being
      Almost all the 17 projects promised in the beginning of 2004 to be fulfilled by the government as the top priority were completed or lived up to the requirement of certain phases. The growth rate of employment remained higher than that of unemployment, with 141,000 people employed in the past year. The urban registered unemployment rate was 3.1 percent. The per capita disposable income of urban residents was 11,089 yuan, an increase of 10.1 percent. The 157,000 new labors in rural areas were employed in the city. We basically eradicated the problem of wage arrears for the migrant rural workers, and lowered the self-paid proportion of the retirees’ pensions and insurance premium. More than 1 million employees joined the insurance. The pilot project of the new rural pension and insurance system was expanded, and the bottom line of life subsisting allowance of both urban and rural areas was raised. We launched the new rural cooperative medical system that benefited 89 percent of farmers. The construction of 648,000 square meters of economically affordable housing was completed. 157,000 square meters of area with heating supply was newly added and an additional 85,000 households had access to natural gas. The reconstruction of Liaoyang Xilu Road and Anshun Road was under way in the northern part of the city, so was renovation of Licun River. We made a “Three-Year Work Plan” to solve 10 major problems such as minimizing the disparity between the north and south and strengthening the city management, which were put forward by the residents during the “Citizens’ Month” and was carried out step by step. The monitoring and supervising over the prices of commodities such as grain and vegetables was strengthened. The key commodities were in abundant storage to help maintain the market retail price stable.
    7. Pushing forward the construction of “Peaceful and Safe Qingdao” to secure the stability of social and political order in the city.
      With “Peaceful and Safe Qingdao” as our goal, we adopted the practice of preventing from and cracking down on crimes, with more attention paid to the former. We improved the public order management mechanism by taking into consideration all such means as cracking down on, preventing from and control of crimes. Emphasis was laid to the grass roots level to improve the working mechanism. The responsibility system and the leader’s responsibility system of comprehensive control of the social order were effectively implemented with success achieved to a certain extent. The registered criminal cases decreased by 5.6 percent; the public security cases accepted and heard also decreased by 32.1percent. The cracking of several major criminal cases relieved the citizens’ concern and worry about the public security.
      We set up the Alarm Response Center of Public Information Network Safety, the first of its kind in China. While strengthening construction of the public security emergency response system, we set up and improved 38 special emergency responses. The number of all accidents and the death toll dropped by 32.5 percent and 21.3 percent. The establishment of the Food and Drug Safety Project dramatically improved the safety of food and drugs in Qingdao. We paid attention to people’s complaints and visits to the government in an effort to make thorough investigation to solve the disparities and disputes. We never delayed in eliminating the security-threatening factors so as to maintain a harmonious and stable society.
    8. Pushing forward administration in accordance with the law to strengthen the self-improvement of the government.
      We extensively launched the campaignes of “Studying, Publicizing and Implementing the Constitution”, the “Administrative Permission Law of the People’s Republic of China” and “Pushing forward the Implementation Program of Administration in accordance with Law”. We screened all the rules and regulations stipulated by the local government, among which eight of them were submitted to Qingdao People’s Congress to be abolished, 19 local rules were amended, 114 had been abolished and 37 governmental regulations were amended. We completed the screening of the items and the implementing in accordance with the Administrative Permission Law. The relatively centralized authority of administrative penalty was put into effect in the urban management. In launching the campaignes such as “Three Fast-speed’s and One Enhancement” and “Three Visits”, we sternly investigated the civil servants’ behaviors of negligence and power abuse to improve the government work styles. We conscientiously put ourselves under the supervision of the Qingdao People’s Congress, Qingdao People’s Political Consultative Conference and the Masses. All the suggestions made by the Qingdao People’s Congress and the resolutions proposed by the members of the Qingdao People’s Political Consultative Conference were properly handled, among which No.6 and No.10 motions have been implemented to a certain extent.

      It is not easy to accomplish those achievements made in the past year. These remarkable results can be attributed to the correct leadership of the CPC Central Committee, the State Council, the CPC Shandong Committee, the Shandong People’s Government and the CPC Qingdao Committee as well as supervision by and support from the Qingdao People's Congress and the Qingdao People's Political Consultative Conference. And also, they could be attributed to the united hard work and the concerted efforts made by people of all walks of life. On behalf of the Qingdao Municipal Government, I hereby extend the highest esteem to the people of Qingdao for their selfless contribution and industrious work. My sincere gratitude is also extended to the deputies of the Qingdao People’s Congress and the members of the Qingdao Political Consultative Conference for their strong support for our government work, to all the democratic parties, to the Federation of Industry and Commerce, to the armed forces and armed police stationed in Qingdao, to the departments of both the Central Government and Shandong Provincial People’s Government deployed in Qingdao, and to all our friends from both home and abroad who care about and support the development of Qingdao..

      We are also aware that a number of contradictions and problems still exist in Qingdao’s economic and social development. The task remains arduous to restructure the economic framework and to update our industry. The development of the service industry still lags behind. The proportion of private businesses is rather low. The barriers from the institutional system and mechanism in some sectors still loom large. The economic growth is gained in a way far from being intensive. The ecological environment poses heavy pressure on us. The urban construction and the mechanism of management system need to be rationalized. The gap between urban and rural areas and that of the north and south remain yet to be narrowed. The disparity exists as before in high-quality education and in supply-demand of the public health resources. The cultural and sports facilities are still insufficient. The overall income of the urban and rural residents is not high. A long-term mechanism to increase farmers’ income is yet to be established. We are still faced with pressure of increasing employment rate and implementing social security system. Some mal-functions remain yet to be eliminated in the government performance. Our awareness of administration in accordance with law is yet to be strengthened. The executive power and the administrative efficiency are yet to be boosted. Scrimshank and corruption remain disturbing from time to time. We show great concern about these problems and are determined to tackle them one by one through promoting development and reform. It is our sincere hope that with the supervision and support from our fellow deputies, members of Qingdao People’s Political Consultative Conference and the people of all walks of life, our government work will be improved in the coming year.

    II. Major Tasks of the Year 2005
      2005 is a crucial year for implementing the scientific viewpoint of development, consolidating the fruits of macroeconomic regulation and control and fulfilling the objectives set by the Tenth Five-year Plan for national economic and social development. The general requirements of the municipal government for this year is to take Deng Xiaoping Theory and the important thought of Three Represents as our guideline, to put into effect the guiding principle of the Party’s 16th National Congress and its Third and Fourth Plenary Sessions of 16th National Congress, to implement the scientific viewpoint of development, to adhere to the principle of making development our top concern. By pursuing the objective of turning Qingdao into a key central city in China and the worldwide-known city with its own characteristics, we will push forward reform and development, accelerate the economic restructure, transform the present mode of economic growth, attach great importance to the “Three Major Tasks” to promote the “Project of Making Qingdao Prosperous, Safe and Culturally Advanced”. We will build a harmonious socialist economic society to achieve an all-round, coordinated and sustainable development.
    The main targets for our social and economic development are: 14 percent increase in the gross value of production of the whole city, 14 percent increase in the local financial budget revenue, 10 percent and seven percent increase respectively in the urban per capita disposable income and the rural per capita net income, less than 4.2 percent of registered urban unemployment rate and the general Consumer Price Index (CPI) to be maintained within 104.
    Fellow deputies,
      We are faced with challenges from all aspects, but also gifted with precious opportunities for development. The central government will carry on the macroeconomic regulatory and control policy and implement prudent fiscal and monetary policy. Thanks to the efforts made by the CPC Shandong Committee and Shandong Provincial People’s Government in highlighting the leading role of Qingdao, the construction of Jiaodong Peninsular manufacture base and Shandong Peninsular city cluster is accelerated. The “Five-three’s” ideas for the CPC Qingdao Committee in their work will be put into practice in an all-round way, resulting in momentum for a scientific, fast and harmonious development. All the objectives and tasks will be fulfilled as long as we have a strong sense of opportunity, risk and innovation. The fulfillment also depends on the concerted efforts of the people in Qingdao who work hard for this purpose.
    1. Carrying on the economic restructure and adhering to the road of new types of industrialization.
      We will accelerate the construction of the advanced manufacture base. In accordance with the construction of economic system based on sustainable development, we will pay more attention to the establishment of six industrial clusters and promote the development of 20 key projects with an investment of more than 1 billion yuan including oil refinery, shipbuilding and auto making, and 100 key projects with an investment of more than 100 million yuan each. In electronics and electrical appliance industries, we will speed up the construction of the National Electronic Information Industry Base and Industrial Park. In petrol-chemical industry, projects such as the main building part of the 10 million-ton oil refinery and Qingdao Lidong Chemical will be accelerated. In shipbuilding, the construction of Haixiwan Shipbuilding and Repairing Base is to be sped up. Importance should be attached to projects aiming at bringing in vessel research and development, equipment design and manufacture. In auto industry, priority will be given to the manufacture of cargo vehicles, passenger vehicles and special vehicles in addition to the construction of production of major spare parts and components and the research and development center. The harbor resources are to be restructured in an all-round way and the construction of Qianwan Harbor Zone is to be accelerated. The Aoshan Harbor is to be planned and constructed.
      Strengthening the construction of major enterprises and an echelon of famous brand names. The policy of supporting the localization of the key enterprises should be formulated and the “Straight-through” services should be set up. We will take the initiative to facilitate the qualified enterprises to enter into the world “Top 500” and promote some key enterprises so that they will become leaders in China’s industries. We will also work hard to enable some private enterprises to enter into the “Top 100 Chinese Private Enterprises”. We will give guidance to the medium- and small-sized enterprises to base themselves on the construction of an industrial cluster to form a processing system for supporting and complete plant. More momentum will be given to the development of the brand-based economy to help more large-sized enterprises emerge with annual sales revenue of 1 billion yuan. We will strengthen the control and guidance over the operation of the industrial economy and coordinate the supply of the main factors in industrial production such as coal, electricity, oil and transport.
      We will actively promote development of the modern service industry. We will boost the harbor-based economy and “Interactive Link between the Development Zone and the Harbor”, increase the level of harbor service and transit and distribution function of overseas goods and bring into effect the interactive development of the harbor shipping and logistics industry. Our goal is to build Qingdao into an international coastal holiday resort with the tourism industry aiming at reaching up to the international quality standards. We will tap and restructure the tourist resources, develop and improve a series of tourist products such as holiday-oriented tourism, festival-oriented tourism, conference-oriented tourism, and ecologically oriented tourism. We will accelerate construction of some key tourist projects, including the Polar Ocean World in particular. More efforts will be made to publicize Qingdao at home and abroad. The second phase of the International Conference Center project will be sped up. We will try to be a good organizer and sponsor in holding such significant festivals and exhibitions as Qingdao International Beer Festival, Qingdao Marine Festival and the Electronics Exposition of China International Consumption, Qingdao. We will endeavor to attract at least two financial institutions from home and abroad to set up their offices in Qingdao. In developing the headquarters-based economy, we hope more headquarters of large businesses will set up their regional head offices here in Qingdao. The planning and managing system of the city- and district-level commercial networks will be improved. More commercial centers will be established in communities and areas at the district level.
    2. Keeping up a good developing momentum for agriculture and rural areas to continuously increase farmers’ income.
      We will expand the urban and rural development on the basis of overall consideration of all issues by promoting the unique suburb-based economy. The construction of the comprehensive productive capacity of agriculture will be substantially strengthened. The rural reform will be deepened in all aspects to further stabilize grain production, increase farmers’ income and achieve a harmonious development in rural economic society.
      We will accelerate the agricultural restructure and expand the support to construction of an exemplary zone of 1 million mu (66.770 hectares) of high-yield, high quality grain production. Our emphasis will be laid on the advantageous industries like husbandry, marine products, vegetables, fruits and flowers. We will implement the strategy of scientific and technological innovation and increase its proportion in agriculture. More efforts will be made to improve construction of high-yield agricultural parks, farm produce export bases and health hazard-free farm produce bases. The gross grain output will reach up to over 2.3 million tons. We will press ahead the construction of Ten Agricultural Parks and Ten Specialized Wholesale Markets for Farm Produce. The nine leading enterprises of farm produce at the national level will be given top priority in their development and the “Nine-Links Pattern” be promoted. Full support will be extended to farmers in operating all types of specialized cooperative economic organizations to raise the level of industrialized operation and the farmers’ sense of systemization. Qingdao International Exhibition Center of Farm Produce will be completed and the “Green Card Action Plan” will be implemented. We will strengthen the construction of a system of quality inspection and epidemic prevention as well as the authentication management of high-grade, hazard-free farm produce. Work will be improved in the prevention and control of serious animal and plant epidemics.
      We will step up rural infrastructure construction to increase urbanization in the rural areas. Support in terms of capital investment will be increased in harnessing and controlling Dagu River, economizing water and equipping the irrigated areas. The first phase of comprehensive harnessing construction of the Moshui River will be carried out. The investing and financing channels of agricultural projects will be expanded. No effort will be spared in administering well the construction of national exemplary townships, satellite towns and moderately prosperous villages. We will do a good organizational work in the pilot projects of development and reform of national-level townships and the comprehensive economic development of small townships.
      We will conscientiously put into effect the Communist Party’s basic policies for rural areas by further reducing burdens on farmers and increasing their income. The agricultural tax and the “Two Industries” will be eliminated. Instead, the direct subsidiary will be given to the grain-growing farmers, together with the allowances for farmers to purchase farming tools and machines. 950 million yuan from the municipal budget will be earmarked to “agriculture, rural areas and farmers”. We will thoroughly follow out the Law on Rural Land Contracting to stabilize and improve the land contracting. The compensation of land expropriation will be rationalized. The supervision mechanism of land compensation will be carried out. Farmers whose land is expropriated will be provided with proper resettlement. The public information releasing system for agriculture-related pricing and charge will be put into effect to protect and ensure the legitimate rights and interests of farmers. We will increase the financial transfer and payment to the townships and villages in financial difficulty. The sum of money transferred and disbursed shall only be used as designated. The wages of public servants in townships and villages must be paid in full and on time. We will also ensure that the organizations at the grass roots level in the rural areas are in smooth operation.
    3. Accelerating the pace of reform and opening up and strengthening the vigor and momentum of economic development
      Deepening the reform of state-owned enterprises and state assets management system. We will give priority to transformation of large-sized state-owned enterprises into stock companies, and basically complete the work that state-owned capital shall quit small- and medium-sized enterprises and that enterprises with difficulties in operation quit the market. Transitional institutional reform in assets management corporations will be basically completed; supervisory management for large-sized enterprises will be improved. Qualified state-owned assets in municipal engineering, public utility and transport industries will be gradually brought under supervision. We will discuss the possibility of setting up the management and budgetary system for state-owned assets, and standardize both the auditing evaluation of enterprises and equity exchanges. The assessment and motivating mechanism on the performance of enterprises’ operators will be improved, and the investors will fulfill their duties in accordance with law so as to make sure that the value of the state-owned assets will remain stable and further added.
      Deepening the reform of financial and taxation system as well as the investment system. We will improve the public financial system and give our support to the reform of taxation and administrative charges in rural areas. Efforts will be made to broaden channels for revenue, and to set up fiscal mechanism to continuously boost revenue. The proportion of fiscal revenue to the city’s gross domestic product and that of taxes to fiscal revenue will be increased. More financial support will be given to solve the problems concerning “agriculture, rural areas and farmers”, as well as social security. Examination and approval procedures for investment projects by enterprises will be reformed; government investment activities will be standardized and management on special financial funds and auditing supervision for investment projects will be strengthened. Furthermore, policies for enterprises to be listed in the stock market will be carried out unceasingly.
      We will boost the private economy. Policies and measures will be formulated to speed up the development of private businesses. Meanwhile, support and assistance will be given to technology-oriented and export-oriented private enterprises as well as private enterprises in modern services and agricultural products processing so that they are able to enjoy development in term of strength and size. Support will be given to non-governmental SMEs in their efforts to specialize and upgrade their products and services. Our administration will be further coordinated to promote the development of industrial clusters. Efforts will be made to quicken the pace for private enterprises to strive for famous brand names and encourage private businesses to participate in the restructuring and financing by being listed or going public for the state-owned enterprises as well as in the construction of infrastructure and public utilities. We will set up and improve the guarantee and service system for financing, and innovate in the financial products and services to meet the special need of non-governmental enterprises. Coordinating mechanism will be established to promote the development of private sectors and to solve the difficulties and problems facing private enterprises. The value added and tax revenue of the private sectors will increase by 18 percent and 16 percent respectively over the previous year.
      We will transform the mode of foreign trade growth. High-value-added products, such as electronic information products and software, will take a larger proportion in export. We will change our export from quantity-oriented products to quality-oriented and environment-friendly products and promote the conversion and upgrading of processing trade. We will push forward the development of export processing areas and actively carry out the reform of export tax rebate. We will improve the policies and coordinating mechanism to support export. The shift from procurement to agency in foreign trade enterprises will be furthered; work concerning import of much-needed or scarce items such as energy, raw materials, advanced technology and key equipment will be administered well. Corresponding measures will be taken to deal with the situation when the export quota on textile is rescinded; our capability of guarding against trade risk and dealing with disputes in international trade will be increased. Furthermore, guidance will be provided to enterprises to strengthen the authentication of Occupational Health and Safety Assessment Series (ISO18000 ).
      We will further increase the efficiency of utilizing foreign capitals. We will strengthen the introduction of investment of large- sized enterprises, industrial clusters and chains for their supplementary projects, integrate investment promotion teams, improve the professional team to bring businesses to Qingdao and do a good job in introducing investment from outside. Based on the orientation of the industrial development in Qingdao, we will reinforce investments from ROK, Japan, Europe, America, Hong Kong and Taiwan. Foreign investment invitation as well as economic and trade activities will be carried out energetically. The opening up of the service industry and municipal utilities will be furthered, and vigorous efforts will be made to develop the Latin American market. We will upgrade economic conditions in the Development Zone, accelerate the development of modern manufacturing industry and progressively transform the Development Zone into a comprehensive multi-functional industrial area. Rights and limits given to the Development Zone will be exercised effectively. We will devote more efforts to attract more domestic investment and encourage national key enterprises as well as companies ranked among China’s top 500 enterprises to make investment, set up their research and development bases, regional headquarters, or marketing centers here in Qingdao. We will carry on the strategy of  "going global”, intensify the investigation into policies and markets, optimize commercial environment, and popularize distinctive services such as "Green Passage”, etc. Working and living conditions of those outside investors and working staff will be improved. Exchanges and cooperation with overseas sister cities and organizations will be strengthened. We will work hard to assist Caoxian County of Shandong Province and to provide support to the poverty-stricken areas.

    4. Accelerating the urban construction and preparation work for the Olympics Sailing Regatta, and enhancing Qingdao’s modernization drive
      We will set a high standard for the urban planning. Focusing on accelerating construction of a modern and international metropolitan infrastructure and an economic system based on sustainable development, we will make the coastal highway unimpeded and work actively on the planning of roads extension on both sides of the coastal highway. Projects of “Controlling and Planning of Five Strategically Divided Areas” and “Detailed Planning for the Ecological Demarcation Districts” will be completed. Renovated and improved planning of the downtown, overall planning of the port, and revision and compilation of the development conceptual plan for “Sailing City” will be sped up. While quickening the development of western part of the city, we will actively launch planning studies for the eastern and northern parts of Qingdao.
      We will strengthen the infrastructure construction. Through guidance in planning and support in terms of policy, infrastructure construction in the northern part of the city will be promoted. Residential environment will be improved and the gap between the north and the south of the city will be gradually narrowed down. Comprehensive renovation of overworked roads including Hangzhou Road, Dasha Road, Kaifeng Road, Siliu Beilu Road, Siliu Zhonglu Road, etc., will be launched. We will work well on the preliminary phase of the linking part of the trans-oceanic tunnel by the viaduct at An'shan Road section. The whole length of Shandong Road will be reconstructed, and comprehensive renovation of Liaoyang Road will be completed. Construction of key projects, such as coastal highway, the second phase of the Qingdao-Yinchuan Highway, the southern line of the Jinan-Qingdao Highway, Phase II of Liuting International Airport Extension, Qingdao Power Plant Expansion, reform of the old Xianjiazhai Water Supply Works and the Expansion of Maidao Sewage Treatment Plant will be accelerated. Electrification of the Qingdao section of Jiaodong-Jinan Railway will be completed and the telephone number of local network will be updated to 8 digits.
      We will rationalize the urban administration system. Main administrative authority in charge of municipal roads, landscaping, environmental sanitation, property management, etc. will be transferred to the administration at the district level and the local district-based administration will be formulated. Comprehensive law enforcement of the municipal administration will be strengthened and a guarantee mechanism for law enforcement in city management will be established. We will improve the mechanism to set a market-based price system for public utilities. The revision of "Administrative Regulations on Urban House Demolition and Relocation" will be carried out in accordance with the prescribed procedures. More efforts will be made to demolish unauthorized buildings, and a long-term mechanism for preventing illegal construction will be established. We will concentrate on rectifying outdoor advertising facilities, various kiosks and other business operations, which occupy public roads. We will energetically participate in the project of standardizing the public roads, which can be used as examples, in the city management. 
      We will actively make a good preparatory work for the Olympics Sailing Regatta in an all-round way. By following the principle of organizing the Olympics in an economical way, we will complete the major construction work for the necessary athletic items for the Olympic Sailing Competition and quicken our steps in laying relevant municipal pipelines and building supplementary and supporting utilities. We will carry out the project of “Science and Technology-based Olympics” and launch the research program concerning Science and Technology-based Olympic Games. We will also implement the action plan of "Digital-based Olympics", and complete the construction of undersea optical cable for the Olympics. Prevention and treatment of red tide, hydrology and meteorological monitoring and other work related to state-level monitoring will be carried on and initial achievements have been accomplished. We will spread knowledge about Olympics and sailing in an all-round way, enhance the publicity and promotion of the Olympic City of Qingdao and energetically build up the brand of “Sailing City”.

    5. Building up a national civilized city and promoting an all-round social progress
      Striving to become the first among the national civilized cities. We will conduct a thorough inspection and rectification of those weak links in this regard according to “Assessment System of National Civilized City”. Great efforts will be made to promote “Program for the Development of Citizens Morality” and the behavioral norms of  “Eight Do not’s” (1.Do not t spit everywhere; 2. Do not litter odds and ends; 3. Do not litter rubbish; 4. Do not put on posters and draw graffiti arbitrarily; 5. Do not practice vandalism; 6. Do not fight and quarrel with others; 7. Do not make trouble under the influence of alcohol; 8. Do not smoke in public places) while protection and education on ideology and morality for minors will be enhanced. Masses-based spiritual civilization construction including that of civilized community, civilized enterprises, civilized villages and townships, etc. will be deepened. We will launch the campaign of “creating brand names in service industry and establishing a good image of Qingdao” in Qingdao’s service sector. We will profoundly carry out the campaign of “Three Comities” (vehicles make way for pedestrians; pedestrians make way for vehicles; and vehicles make way for each other)”, and set up a number of exemplary neighborhoods and communities. We will push forward the establishment of a learning-oriented city and establish a widely spreading, opening, and multi-channel system of life-long education. Construction of educational positions in communities at all levels will be strengthened and various reading activities will be conducted enthusiastically in the community.
      Promoting an all-round progress in social undertakings. We will launch the campaign of “Developing a Cultural Year” and implement the project of “Cultural Home”. We will accelerate the construction of cultural facilities such as Qingdao Grand Theater and the Modern Art Center and put efforts on setting up cultural centers and “cultural courtyards” in our communities, villages and townships so as to enrich people’s cultural life. We will increase the protection of the well-known historical and cultural city of Qingdao as well as the national and ethnic minority’s folk cultures. “China International Violin Contest” and “The Olympics Culture Festival” will be held successfully. The reform of cultural system will be furthered and the cultural market administration will be strengthened while the cultural industry will be developed energetically. We will launch the citywide campaign to improve people’s fitness, strengthen the capability of athletic sports and host high-level sports competitions including the First Sports Meeting of Qingdao and the International Marathon of China, Japan and ROK. Construction of the Municipal Gymnasium and Sports School will be accelerated. We will press ahead a long-term mechanism for public health and a sound three-level network of disease control, sanitary supervision, and work on medical treatment will be completed and improved. Prevention and control of infectious diseases will be carried out thoroughly and sturdily. The Eastern Branch of Qingdao Municipal Hospital will be open to the public after its completion. We will attach great importance to the work of the Red Cross and accelerate the construction of Clean City at the county level as well as adjust and optimize resources of medical organizations under the municipal administration. We will further enhance the development of philosophy and social sciences and popularize knowledge of science while advocating civilized and healthy life style. We will carry out mutual support and constructive activities between the military and civilians and push forward construction of militia and reserves as well as the people’s air defense. We will also consolidate the unity of the military and the government as well as the unity of the military and the civilians. Vigorous efforts will be made to support national defense and help the troops stationed here in Qingdao solve their problems in their work and livelihood. We will conscientiously carry out the Development Program for Women and Children and continue to push forward the undertakings for women and children. We will further administer well the work concerning ethnic groups, religion, overseas Chinese, Taiwan affairs, senior citizens, archives, historical records and the undertakings for the disabled.
     6. Persevering in the strategies of invigorating Qingdao through science and education and enhancing the city’s strength through human resource development to stay on the road of sustainable development
      The independent innovative capability in science and technology will be enhanced and the city’s innovation system will be improved. The joint construction of the Incubating Base for the National Key Laboratories will be sped up, and the construction work of the National Base for Deep-sea Submersibles will be launched, meanwhile the construction of National Research Center for Marine Science and Technology will be stepped up. We will pay great attention to the pilot projects of technological innovation in the state-run enterprises and generous support will be given to enterprises such as Haier and Hisense to establish the world first-class research centers and the exemplary projects of information-oriented manufacturing industry will be further implemented. Shinan District, the New and High Technology Development Zone, Haier and Hisense software bases will be further developed. Industrialization of new materials, new products of marine science and technology and the bioengineering will be promoted. The production value in new and high technology-oriented industry will be increased by over 20 percent. The process of industrialization and commercialization of scientific inventions will be sped up. Technological innovation by small- and medium-sized enterprises will be greatly supported and promoted.
      We will enhance the coordinative development of education in both urban and rural areas. The management system for compulsory education in rural areas will be based on the county level in its implementation while construction of standardized primary and middle schools in these rural areas will be completed. In implementing compulsory education the salary of school teachers, the public funds and the cost for reconstruction of the dangerous school buildings in the surrounding five satellite cities and three districts will be covered, on a step-by-step basis, by the governmental fiscal budget of these cities and districts. The relief funds for senior high school students from the needy families will be raised and the aid system will be improved. The number of teaching staff will be augmented and the competence-oriented education will be fully promoted. High-quality resources of senior high schools will be increased and various kinds of vocational education will be developed. The allocation of vocational education resources will be optimized. In the rural primary and middle schools the modern distant learning project will be carried out. We will extend sufficient support to the development of universities and colleges located in Qingdao and also to the introduction of more key universities from outside. The strategy of strengthening the city through human resource development will be deepened and the development of high-level professionals will be enhanced. The project of recruiting top-notch professionals in science and technology will be implemented. We will also establish a sound mechanism for top-notch professional training. The policy for professionals to settle down here in Qingdao will be improved. 
       Work concerning population, resources and environment will be well administered. The comprehensive reform of population and family planning will be deepened. The quality of newborns will be increased and the birth rate will be controlled within 11.6 percent. The awarding and supporting system for those families in rural areas, which well abide by the family planning policy, will be carried out in an all-round way. “The Decision on Deepening the Reform and Tightening the Control of Land” issued by the State Council will be properly implemented and we will work hard on the institutional reform of land administration and on the revision and compilation of the general planning for land use. We will enhance the protection of cropland, especially that of the primary farmland. We will also work hard to economize land used for construction, to bring all potentialities of the land into full play and establish the assessment system of intensive use of land. The construction of an ecological city of Qingdao will be fully promoted. We will energetically develop circular economy and do a good job in making a development plan for circular economy in the industrial parks at provincial level and above. We will strengthen the comprehensive utilization of resources, increase utilization ratio of clean and renewable energy and stay on the road to a conservation-minded society. The energy saving-oriented renovation on the existing buildings will be carried out step by step. We will restore and protect the mountain massif along the traffic trunk lines such as Qingdao-Yinchuan Highway, Haier Road and Hong Kong Road. We will enhance the protection of marine environment and wetland around the Jiaozhou Bay, tighten the pollution control and prevention of the key waters of the southern coast, the key drainage areas and other areas. The preliminary phase of the Guanlu and Muguandao Reservoirs construction will be completed, the source of potable water will be protected and the comprehensive utilization of recycled water and desalination of seawater will be promoted. We will attach great importance to the control of air pollution, coal-fired pollution and motor-vehicle pollution and make 90 percent of the vehicles reach up to the emission standard.
     
    7. Adhering to the principle of “People First” and giving great concern to all the work vital to the interests of the people
      We will expand employment. Policies of employment promotion will be implemented in an all-round way to gradually establish a benign interactive system for employment, which takes urban and rural areas as a whole. A reservation system for commonweal-oriented jobs will be established to increase the total number of commonweal-oriented jobs up to 12,000. We will guarantee a bottom line of over 10,000 people in difficulty to be employed. We will push forward the projects of establishing start-up businesses and provide support to those who are self-employed and those who have started up their own businesses. Vocational training will be encouraged so that 30,000 unemployed people, 30,000 redundant rural labors and 30,000 technical workers from enterprises will be trained in 2005. We will build up six public bases for training and practical activities in electromachanical, welding, chemical engineering and environmental protection. The standard of the lowest wages will be raised and we will take great efforts to establish proper system of wage increase, which is well in accordance with economic growth. We will enhance wage’s function as a guideline and supervise the enterprises so that the employees are paid on time and in full. The supervision over the implementation of Labor Law will be reinforced to ensure the legitimate rights and interests of laborers. Policies for facilitating resettlement of the relocated immigrants from the Yangtze Reservoir areas will also be carried out.

      We will improve social security system. The proportion of self-paying endowment insurance premium in state-owned and collective-owned enterprises will be reduced to 21 percent. Over 70,000 more people will be included in the system of enterprises’ endowment insurance. Retirees’ pension from enterprises should be ensured against default. In order to reduce burdens on individuals, the standard of basic health insurance will be raised and the coverage of basic health insurance by municipal financing for employees in cities and townships will be expanded. Social endowment insurance system in rural areas will be implemented in an all-round way. We will ensure social security for farmers who lost their land. We will improve the system of social relief and assistance and take measures to solidify and consummate a new system of cooperative medical care and medical relief and assistance. “Sunshine Relief Project” for ensuring the bottom-line standard of livelihood in rural areas will be brought into effect. An assistance system against natural disasters will be established. The existing life subsisting system for “households enjoying the five guarantees” is to be reformed and the construction of welfare facilities such as central homes for old folks and welfare centers for the aged will be accelerated. 
      We will improve people’s living conditions and environment in urban and rural areas. With the overall implementation of “Measures for the Management of Low-Rent Housing for Low-income Families in Urban and Rural Areas”, we will strive to increase the supply of low-rent housing. Construction of economical and function-oriented houses will be accelerated and the marketing means of this kind of houses/apartments will be regulated. We will rigorously enforce the system of application, examination and approval and public release for the economical and function-oriented houses/apartments. The “Comfort Housing Project” for the needy handicapped in rural areas will take effect. By the end of 2005, 1,000 houses/apartments will be renovated for the disabled who enjoy the lowest social security allowance. We will install individual water meters for 60,000 homes and equip a floor space of 1,600,000 square meters with central heating system, of which 500,000 square meters are for buildings located in the old downtown area. The first phase of the project of “Turning the Flat Roof into the Sloping Roof” is to be completed. We will attach great importance to the harnessing of Hai’anlu River, Zhengzhoulu River and Dacun River. With regard to the “narrow streets and alleyways”, the work of rigidifying the road surface, setting up street lamps and laying sewers will be carried out step by step. The protection and renovation of the areas around Zhongshan Road and the Railway Station will be further improved. Arbores and trees with colorful leaves will be planted along both sides of the traffic trunk lines, around the mountains, hills, and parks in the city. We plan to develop another 950,000 square meters of public green area in the city. Meanwhile an area of 194,000 mu (319,604 acres) is to be forested in the suburbs. The installation of digital TV system in the city proper will be essentially completed. In addition, the project of “making tap water supply available to 1,000 villages” will be accomplished. Since the supervision and management of the market price will be tightened, we will take the opportune moment and adopt proper intensity to govern and regulate the prices of public service products. The storage and reserve of key commodities vital to the national economy and people’s livelihood will be further enhanced to maintain the market price basically stable.
    8. Further promoting the project of “Peaceful and Safe Qingdao” and effectively maintaining social stability.  
      We will make all-out efforts to build our city, in implementing the project of “Peaceful and Safe Qingdao”, into one of the advanced cities in comprehensive policing and administration in China. We will strive to make Qingdao one of the most secure, stable and harmonious cities in China. We will improve the system of frequent severely cracking down on crimes and maintain a posture of high pressure towards criminals. We will strengthen the mechanism of early warning for social stability and establishment of a mechanism for investigation and solution, response and accountability for social disputes and conflicts. We will adhere to the system of joint work conference in handling people’s letters of complaint and visits and prevent and properly deal with various kinds of group-based emergencies and improve the mechanism for the settlement of people’s internal contradictions. We will strengthen the establishment of organizations for comprehensive policing and administration at the grass roots level to ensure that all measures taken can effectively be put into practice. We will accelerate the establishment of emergency response system for public security and improve our specially prepared counter plan against emergencies such as natural disasters, accidents and calamities as well as public health and social security so as to increase our ability to ensure public security and deal with emergencies. We will intensify the administration of traffic, fire fighting and workplace safety and resolve to sternly halt fatal accidents. We will carry out the establishment of public honesty and set up and consummate social credit system. We will make all-out efforts to rectify and standardize the order of market economy and severely crack down on crimes such as production of counterfeit and shoddy goods, smuggling, tax evasion and fraud, infringement of intellectual property rights and pyramid schemes. We will strengthen the management of food and medicine safety and continue to enhance the regulation and rectification of food and drug market so as to ensure food and drug safety for the people.
    9. Strengthening government self-improvement and continually increasing the administrative ability                         

      We will adhere to scientific, democratic and law-based policy-making. We will improve a scientific and democratic policy-making system, which integrates public participation, expert evaluation and government decision-making. We will set up a system for regular communication with the consultative committee of experts and organize experts to evaluate in advance important issues concerning social and economic development. We will continue the activities such as “Three Visits” (to visit the needy residents to provide assistance, to visit the talented people to promote the development and to visit the organizations at the grass-roots level to maintain the social stability) and “Citizens’ Month”. By making good use of the public hall for citizens’ discussion and public hearings, we will widen the channel of collecting information of social affairs and public opinions. With regard to the policies and decisions concerning people’s vital interests, we will widely solicit opinions by keeping the public informed and holding public hearings. We will formulate and improve a system of tracing and feedback and a system of accountability in policy- making to unify rights and responsibilities in our policy-making. 
      We will strengthen the democracy and legal system. We will accept the oversight of the People’s Congress and its Standing Committees,carry out their resolutions and decisions in earnest,and report our work to them in time and listen to their inquiries. We will fully respect and support the roles played by the People’s Political Consultative Conference, various democratic parties, federations of industry and commerce and non-governmental groups in political consulting, democratic oversight and participation and discussion of governmental and political affairs. We will further strengthen the implementation of all proposals, suggestions, and resolutions submitted by the deputies of People’s Congress and members of the Political Consultative Conference. We will improve the system of handling the submissions and increase the quality and efficiency. We will consciously accept the oversight of the general public and mass media. We will increase the education on the law, press forward the work of governing the city in accordance with the law, and attach great importance to the improvement of judicial administration system and create a sound social environment in which people abide by the law and protect their legitimate rights in accordance with the law.
      We will perform all our administrative duties in accordance with the law. The Implementation Compendium on Strengthening Law-based Administration in an all-round way issued by the State Council will be carried out in earnest. Meanwhile a five-year plan for overall implementation of law-based administration and an annual arrangement to this effect will be worked out to define the target and measures in developing a law-based government. We will further implement The Administrative Permission Law of the People's Republic of China to regulate the performance and behavior of administrative permission in accordance with the law and intensify the oversight of administrative nonfeasance or malfeasance. We will institute an accountability system for administrative law enforcement. We will set up an open, fair and just evaluation and examination mechanism and a mechanism for investigating and prosecuting law enforcement improprieties according to the principle of separating administrative penalty from economic benefits but linking it with accountability. We will work hard on the first national economic census.
      We will effectively increase the executive capability of the government. Great efforts will be made to encourage the government to take a realistic and pragmatic approach and carry out the “Five Projects” to increase the efficiency of governmental organizations and “Governmental Institutions with Four Characteristics”(characteristics in learning, innovation, competition and providing services to the public.) We will deepen the campaign of “Two Learning’s and Three Establishments” (namely, every individual worker should learn from Xu Zhengchao, the model worker, and every enterprise should learn from Haier Group, the exemplary conglomerate in China; every individual should establish the first-class performance, every enterprise should establish the first-class brand name and every citizen should establish the first-class social environment.) and “Three Fast Speed and One Enhancement” (namely, to handle formalities and documentation fast, to examine and approve applications fast and implement policies fast; to enhance the working efficiency). We will strengthen the development of the leadership in government bodies at all levels including primary level organizations so as to increase the executive capability of the government, as well as the creativity, unity and administrative effectiveness of all the government offices. Capability of public officials at all levels in serving the people is to be enhanced. We will further optimize the government working process and simplify procedures of handling formalities and documentation. We will make greater efforts to establish an Internet-based platform for examination and approval procedures and increase the level of e-administrative service to the public. We will intensify the oversight of efficiency and place great emphasis on the implementation of all our work.
      We will improve the governmental work style and further the education on maintaining the advanced features of CPC members in governmental institutions to encourage and guide the public officials at all levels to set up correct ideals, belief and lofty morals so as to increase the consciousness of serving the people and their ability to resist corruption and treachery. We shall firmly bear in mind that public officials should always observe the principle of putting people first and working for the interests of the Masses while maintaining a close tie with them. We will step into the grass roots level to strengthen investigation and research, to experience and observe the real situation of the people and understand the public opinions and to solve their practical problems. We will make efforts to improve the “Three Systems” in objectives of policy-making, executive responsibility as well as evaluation and oversight. We will further implement the responsibility system of “One post, Two Responsibilities” and seriously investigate into various corruption cases and sternly rectify malpractices in all trades and institutions. We will improve the oversight system for the invitation and entrance of the public bidding in construction projects, the state-owned land remising, property right transaction and government procurement and strive to prevent corruption from its root cause.

      To work out “The Eleventh Five-year Plan” for the national economy and social development is an important work for us to do this year. By adhering to the principle of being scientific, democratic and legal minded, we will extensively solicit suggestions and advice from people from all walks of life and go all out to gather the wisdom of the people and materialize public opinions in an effort to work out a sound plan, which is highly scientific, practical and directive.
